Talons of the Eagle

After 3 DEA agents are assassinated by Mr. Li (Hong), the DEA sends NY cop and martial arts expert Tyler Wilson (Blanks) undercover to Toronto to link up with Canadian vice cop Michael Reeds (Merhi).
