Omni Consumer Products, a massive conglomerate, is still determined to build Delta City as a replacement for Detroit, which is in a sorry state. Unfortunately, the locals aren't planning on leaving their houses just because the firm wants them to. In order to get them to leave, OCP has hired a ruthless mercenary army to attack and harass them. Robocop will have to decide where his allegiances lay as an underground rebellion begins to fight back.
